Mod or un-modded?
The Dragonbone Bow has the highest damage rating for traditional bows.
Bow of the Hunt is the easiest bow to get at an early level. You can find it in Clearspring Cave near Clearspring Tarn. It is just a hunting bow with a bonus 20 point damage to animals. It is a great bow starting out and good for hunting animals for pelts.
The best bow you can get early in the game is probably the Zephyr, but it requires Dawnguard and a minimum level of 10 with the help of Barbas and Lydia or a modded follower.
Crossbows are very strong early on and you can get one at level 1 if you head to Fort Dawnguard. It requires the Dawnguard DLC.
Bound Bow is pretty strong too, but it is difficult to obtain the necessary magicka to conjure it early on. The spell is easy to get though. You can find it in a bucket in Fort Amol Prison.
