Blocking isn't working properly
So I have a weird glitch happening, it's apparently rare.

Every time I block, the shield drops and the enemy does not recoil (like if you had no stamina and tried to block).
It still is reducing damage and is leveling up the block skill, but is always glitching the animation and isn't giving the enemy recoil.

Here's an example video of what's going on.

I have already tried a higher block skill and a better shield, as well as no mods. Neither fix the problem.

Anybody know what's going on?

Your suprised? just the same as any game ever made as long as the enemy sits and holds block your not going to hit them but you can hold a building between you and them to use as a shield and they will still do damage.

No the problem isn't the doing damage to you, that's fine, the problem is it's doing the shield drop animation instead of the successful block animation. Look up anyone blocking in Skyrim and you'll hear a loud 'thunk' play when the enemy hits the shield.

While holding block also press fire. If you time it right you get a perfect block, too early/late and you get a shield smash that knocks them back.. it also improves as you level up block

Took me a little bit to figure out since the mechanics of it are different from Oblivion

Yeah that's the shield interrupt, it's a good mechanic but it's not what I'm talking about, I'm talking about simply blocking oncoming attacks.
From the 150 hours I played, blocking an attack would not cause the shield to appear dropped, nor would it play the heavy damage noise (coughing up blood sound).
This effect persists even with block skill at 90 and a better shield, so it can't be that.

There is also the deflect type where you keep the shield down and swing up with the strike, hard to time and gives them a free shot. Not sure, but the other improved aspects you expect might be perk point related, have you used any perk points in blocking before that you haven't done now? You're pretty low level in that video, it looks normal to me at that level, but I'm no expert.
