I didn't know the reason yet, it even has some logic :). Unofficial patches solve almost all problems but some manneguins still resist (but at least it reduce movement). Selecting the base of the dummy and changing some of its clothing returns them to their place.
Ive never made a mod before but this seems to completely kill the problem with very little conflictions, so, if like me, you find yourself going through page after page of results looking for anything fixing this issue permanently this could be your solution. I tested it on my own load order (not super heavy but not super light, about 80 mods altogether) in a playerhome that has about 40 mannequins in a cell (notorious for wandering mannequins) and they've been quiet ever since i made this mod so i hope this helps some other poor wandering souls out there who simply want their mannequins to sit still.
