Brawls are bugged
I've had two instances of bugged brawls. The first is where I was fighting the Horse-Crusher guy and he pulled a dagger on me and starting attacking me with it. A nearby Khajiit caravan guard ran over and killed him because of it. The second was in the Falskaar mod. I wanted to brawl Gabrial but the same thing happened, he pulled his sword on me. But this time no one attacked and killed him. I had to pull out my axe and I damaged him enough to where he fell to the ground and stopped fighting me, but he did not reward me or even acknowledge that we even fought. I have no mods that I know of that could be causing this, so what could be?

Unfortunately the patch did not work. I tried to brawl the guy in Morthal (Name starts with a B, can't remember it) but he pulled an axe on me and I ended up killing him.
