Hint:
Look for a buxom Nord, with beautiful voice. You can find her by listening what peoples speak around her. She immediately has the proper speech selection, so listening peoples is just a hint for you to ask from a proper character.

She is hiding in plain sight and has changed her appearance from what Sibbi told you.
