Also, apparently one file failed to validate in the validate game cache thing, could that be related at all?
At the end of the civil war questline, did you listen to the speech and wait for everyone to leave? As for your other problem, tell me what type of quest you currently have in your journal (burglary job, shill job, numbers job, etc.) and I'll get the console command to force-end the quest.
Like Docsprock said, it's not a speech by anybody that does it. That's just coincidence that's being misinterpreted. What city you get as your destination for the Thieve's Guild jobs is just pure random chance, and isn't dependent on anything else. I've only done the Civil War questline twice, and both times, it was always the second-to-last one I did. Never, in all that time, have I seen anything but chance determine what city you need to visit for the Thieve's Guild Jobs. The Thieve's Guild is tied to only one other base game questline, and that's just because of Devlin's personal connections.
Also, could be unrelated, but my "Help the people of Haafinger" was stuck at 5/5, despite me buying the manor and being Thane. I did the wolf / mead quest a few hours ago to clear it at 6/5. Could that have "bugged" the radiant selections?
Coincidence. Ive had 6/5 many times and it has not affected the Thieves guild in any way.
As has been stated in this thread several times, it is just luck. Anything else that anyone sees, hears, or thinks of is pure coincidence.
