I do like that Duel - Realistic Combat goes for a maximum Compatibility sort of vibe.
I doubt the uncapper is causing this. My suspicion is a standing stone combined with a particular playstyle. If you have a standing stone that boosts experience (the three guardian stones or the lovers stone), then dump those. Ssleeping in your own bed while married gives you an XP boost (lover's comfort). And then the way XP curves work, focusing on a small set of skills can boost your XP (as well as underlevel you). Combine these all together and it can be like racing to the finish line.
I used slower leveling mods in Fallout 3/NV, Morrowind, and Oblivion. I'm going to use one for the first time in Skyrim. There are a couple you can find. I can't recommend any as I haven't used them (yet). But searching on Nexus should get a list fairly quickly.
If you had changed something and then uninstalled the mod after starting a new character the effects will likely remain. Removing mods from existsing Skyrim saves is generally a bad idea. Close the game, make sure the mod really is removed, start a new character.
Definitely has nothing to do with uncapper then.
I even stopped using Guardian Stones and sleeping bonuses to slow down leveling, but I get to level 30 way too fast.
I even became a werewolf to help slow down my exp since killing doesn't count towards your level ups.
I think what the game needs is a way to slow down your characters level ups without slowing down your skillup rate. Although slowing your skillup rate down a little might also be a good idea.
I'd like to be able to get a skill to 100, but not have the XP make me level my character as quickly.
My biggest problem though is with lockpicking. I use that skill so often for treasure that it just keeps leveling me. I wish I could slow the exp I receive from lockpicking way down without it slowing my skillup rate. The same goes for speechcraft.
I agree, at higher difficulties, leveling should be slower, or a complex way to make leveling slow via a slider, in fact, i think skills like smithing and alchemyand such should not contribute to levelling up because I once made the mistake of leveling up to dwarven smithing, enchanting some basic weaponry and crafting a few potions, by the time I found out about the blades, my enemies were both simultaneously outclassing me in weaponry and being far below my equipment level.
I'm like level 37 and i still am convinced that its a bug because tis insane, I am already finding glass gear and ebony but I haven't even slain a single dragon

The world enemies scale up with player level, but I guess finding stuff might be related to skill levels
Is it not possible for you to change the difficulty level of the game? Or are you maxed out there?
