While you can't limit it via the config files, you can get this to limit the FPS:

I believe his framerate is above 60 and he wants to limit it to 60fps to make it more consistent.

going over 60fps in this game will freak out the entire game (engine)
horses will fly props will kill you the game will randomly crash.

I try to stay at 50-55 FPS as when you hit 60 FPS you get a 4 second micro stutter so not hitting 60 FPS is a good thing i'm runing a GTX 580 still and i can hit 60FPS with max settings so not sure why a 980 isn't.

I surpass 60 fps, to 120 fps even to more, I just want to Capp it at 60 FPS no more no less, it helps agains these common issues of water and horses going bananas.

Add the 4k texture mods Vsync to max and highest resolution you can support is about all i can think off.

You could edit Field of View with console commands too to make the load higher or there might be a line in the preferances file which can be edited with notepad or notepad++

read the discrition it tells you how to use it, and some stuff about ENB.

Basicaly you drop into the game file then can set a frame cap the default is set to 0 so no limitation 30 = 30 FPS and 60 should be 60 but i'd cap it a 58 to avoid the micro stuttering

Download the base enb wrapper for skyrim from enbdev. Put it in your skyrim folder (not data). Don't worry about graphics changing, that will only happen if you get a preset like realvision, etc. Download enboost and put in the skyrim folder. Edit the enblocal file and set limiter to true at whatever fps you want. That's the basic gist of it.

If you have amd you can open the catalyst control center, open performance, and frame rate. Check max fps, and set it to whatever you need, this works fine just remember to uncheck the box if you want to play a different game and have more than 60 fps.
I would have to assume that nvidia has a similar feature if you go into the geforce experience, try digging around with that.
