That's only on UESP/the official wiki/etc - in-game the xx are replaced by the DLC's .esm file's position in your load order. Probably 05 if you have all the DLC and all the Unofficial Patches, lower if not.
AFAIK you *can* resurrect pretty much any NPC via the console, however it's best to avoid it, because it can bug out their AI. This tends to be a bit less of an issue with followers, although they'll often lose any non-default gear they were carrying, but it's especially not advised for quest-giving NPCs (who will flat-out not be recognised by the game as resurrected for the purposes of the quest, the game sees them as dead) merchants, etc. Generally speaking, the console isn't really a good idea, as it's not really intended as a gameplay thing, more of a debugging tool for game/mod devs who are playtesting and so on. Some of its functions are relatively safe, most are a bit of a pot luck situation - you might use the console to advance a broken quest and be able to complete the rest of the game with no further issues or you might find that other quests start breaking, and other things start bugging out.
