Could you care to elaborate? This is my first Elder Scrolls game, haha. It's quite amazing with a few mods.

Simply put, though, the way to level your magic is to use it, LOL. If you want to get better at Destruction magic, make fire, frost, or shock your main attack. Restoration is a little harder, but some people use tricks like finding a trap somewhere, equipping their healing spells, and then allowing themselves to take damage while healing over and over again.
Aside from that, you can make use of any magic trainers. Different trainers will train you in different types of magic for money. They can be found all over, but the easiest way to gain access to a bunch of trainers and vendors is to go to the College of Winterhold.

The basics are:
Novice = 0
Apprentice = 25
Adept = 50
Expert = 75
Master = 100
So, in other words, you won't really find adept destruction spells until your destruction reaches about 50.

Yes! Skill trainers are great, especially for mages. In the vanilla game you can only train 5 times per level, but there are mods that increase that. Definitely worth it to check them out.
I think this is the closest thing i can find on steam to the one i used to use that was 25 levels per character level i'm sure it was called Skill training overhaul and let master trainers train you to 100 too lol

You can literally train thousands of times per level with it. I always try to keep balance in mind when I'm using it, and I still don't think I've ever trained more than about 10 times in any level. It's nice to have the restrictions lifted, though. :)
