What should I do with poor Frost (the stallion in Riften)?
Here's my story...

I stole Frost (the horse) from Black-Briar stables to complete one of the mini-quests in Riften. (Those morons guarding the place never even saw me as I stealthily snuck about throughout the entire building! I even managed to read a book about a haunted house in a bedroom while I was at it! But what do you expect from somebody with a Sneak skill level at 91 eventhough I've only been playing the game since January 2nd. The key is to Sneak everywhere you go, even from city to city.)

Anyhow, I stole Frost from the stable and rode him all the way to the client, who then paid me handsomely. I admit, it was sad seeing Frost being rode away, but a promise is a promise.

After that, I decided to Sneak all the way back to Riften. I was half-way there when I heard a horse screaming in font of me. "Frost~!!" I sprinted and Whirlwind Shouted my way to see Frost being attacked by a bear! Frost put up a really good fight but a horse is no match for a bear, so I joined in an we both, Khajiit and stallion, killed the wid animal.

After things calmed down I searched all around for my previous client but he was nowehere to be found. The only dead bodies I found were that of a dog and an elk, poor things. I wanted to take Frost with me but he was labelled with the big red words "Steal", and I felt a bit guilty for stealing him and putting him in such danger in the first place. So, as awful as it felt, I decided to leave him there. Riding him back to Black-Briar stables would be a bad idea.

Several moments of sneaking later I was suddenly attacked by a wolf. Before I could do anything Frost suddenly appeared from behind me and killed the wolf before my eyes! Did Frost follow me all the way? And it seems he just saved me, too. Now I just can't leave him behind!

So I rode him back to the outside balcony of Honeyside in Riften, making sure nobody else saw us while I dismounted him. I really want to keep Frost now.

~ HERE'S THE PROBLEM! ~
Frost has the words "Steal" floating above him, meaning everytime I mount him I'll be STEALING him and that will get me in trouble if there're other folks around to see me mounting him. Is there a way for me to completely OWN Frost so I don't have to 'steal' him everytime?

P.S. ~ While riding Frost back to Riften I suddenly received a Dragon Soul out of nowhere. Though there was a dragon flying around outsire Riften earlier but I haven't fought or killed it, yet. Was it a bug?

Console command set ownership may work. I do it with beds and random stuff in the World so I can use them.

Sometimes I think I like the animal NPCs better than the people in this game. Like the wolf dog pair from SkeTEST(Fermi & Kepler). They've shown up and saved my butt a few times, and vice versa.

Pffffft, they're both rubbish compared to Arvak. Such a good horse.

Okay, let me get this straight. I've never used a horse until I had to steal Frost. I literally Sneak ("crouch walk") my way all over the map! I crouch walked from Helgen to Riverwood to Whiterun to Swindler's Den to the place where Mirmulnir (the dragon) was rampaging to the Eldergleam back to Whiterun then to the Greybeards' place and all the way to Riften even BEFORE I had to steal Frost, foal of Sleipnir (according to the business papers which I also stole), from the Black-Briar Stables. That makes Frost the 1st horse I've ever riden in Skyrim, or in all of The Elder Scrolls for that matter. And I gave Frost to the client because eventhough I'm playing as a thief I still have honour and always keep my promises. THINK OF THAT BEFORE JUDGING ME.

Now you have to use console to claim him as yours.

How do I do that? Do I need to use the "~" command?

Look here: http://www.uesp.net/wiki/Skyrim:Console#Targeted_Commands

Basically you have to open the console, click on Frost and than type:
setownership
And voila, it's yours... ;-)

How far back did you turn in the quest? Would it bee too much loss to just load an earlier save and finish the quest differently?

Console commands can cause unforeseen problems later on.

Hardly. And this one in particular is quite harmless as long as one thinks ahead before using it.

I brought Frost back with me to Whiterun and used the "setownership" command on him at Whiterun's gate. But when I came back out of Whiterun he's gone! I checked the Black-Briar Lodge where I 1st stole him from but he wasn't there, too.

Every time I have ever gone to get frost he runs away when I leave him alone for a bit. No idea where he goes

I dont even go looking for him anymore
