Need Help with restarting 'Before the Storm' (MQ102)

Hello,
I just started a new save in Skyrim and completed the 'Unbound' quest, after that I got the 'Before the Storm' quest, where I had to talk with Alvor in Riverwood.
But instead of going there I went on to explrore the world a bit and when I headed to Riverwood to talk with Alvor the quest didn't advanced.
So I reseted the quest with the console through 'ResetQuest MQ102'...which reseted the quest.
My problem is now that I can't restart this quest.
Neither 'StartQuest MQ102' nor 'SetStage MQ102 30' nor 'SetStage MQ101 900' is working.
The whole 'setstage' command just isn't working...
Does anyone know a solution (starting a new save isn't really an option).

From UESPWiki:

If you arrive in Riverwood very late, then the person you're directed to meet won't immediately offer you assistance. If you ask whether you can take any supplies, you will be allowed to take some things, and be directed to see the jarl.

Of course, this might now work, if you have messed the save with console. Try to load a save, where you have not yet used console to advance the quest.

I apperantly deleted all saves where I still had the quest...I will just start a new game then I guess.
