BUG: Dragonborn: Unearthed Quest No Courier

I recently played through the entire Dragonborn DLC (During which the LODs wouldn't go away, so they overlapped the actual buildings until I entered one and purged the cell buffer). Unearthed was the FIRST quest I started. It's been over an in-game month and Ralis still hasn't sent me a courier. I tried going to the dig site, there is no progress by the miners. Ralis' first diary showed up, and I read and took that.

I'd rather try to resolve this without forcing the quest through the console. I've heard that sleeping for 48 hours in Solstheim is supposed to fix this problem, but that hasn't done anything.

I'm not convinced mods are the problem, as the only files overwritten from Dragonborn are textures (Other than the Unofficial Dragonborn Patch). I know this because I use ModOrganizer, not the Steam Workshop.

If anyone can provide insight into this problem, I'd be grateful.

Thanks Aukan, I've been playing this game since it came out (approx 6000 hours) and never had a problem till now, it was driving me batty (well more so LOL) .

SOLUTION looks like sometimes the courier can get stuck somewhere unable to reach you. I paid 5000 and didnt get a letter for a while so i did: prid 00039FB7 and then moveto player in console and he immideatly gave me the letter. hope it helps someone
