As to the second one, the original question was never answered, hence why I'm trying to revive the topic.
I'm not sure if I've tried the *exact* method described in the third link, but I will try that.
So far, sleeping hasn't done anything for me.
3rd: Min time sleeping to work tends to be 3 days. Try a week or more. Or get arrested, that seems to kick things back on the rail.
Or last resort is console. All info in the link(s).
Multiple quests involving couriers have been held up, as I haven't seen a courier in a long time. I opened up the console, selected 00039FB7 (courier) and typed moveto player.
After talking to him, I received letters from Ralis, Quintus in Windhelm, someone in an Interesting NPCs quest, an inheritance letter, and about 12 holiday flyers.

Why? It's a quick, simple solution that isn't cheating in the slightest, as you're just making the game play by its own rules (getting a quest to where it's supposed to be).
I use the console all the time, it's just that forcing script-heavy quests is something I try to avoid. Particularly with a large amount of mods (many of mine are also script-heavy) installed, it's a good idea to be careful and try not to force anything if you can help it.
In any case, the problem was fixed- not by forcing the quest, but merely by *moving* an NPC.
