Magicka or Stamina won't regen?
I found a glitch, it caused my magicka to have a base total of -10. Looking the the skills menu it seemed to simply say that I had 0/-10 magicka.

The fix for this was fast and simple though, and the glitch NEEDED a fix, as many people have had the same problem. After looking online for a good deal of tips to fix this, it seemed nobody had any idea how to fix it, until now.

use the console, and the command "player.modav magicka 110" to fix it. Take note, that this command fixed the glitch by allow me to regen what I had lost, as well as allowing me to avoid needing a new save. This can also work with stamina, since the glitch will affect it as well sometimes. I hope this helps anyone who has this glitch, as it stops the horrible "magicka not allow regen" glitch.

Can't tell ya much then, this worked for me many times. And if you still had say 240 magicka but it said 0/240 with no natural regen, then its not the same issue I had. The issue I had by the way, was that my magicka was set to 0/-10, meaning the game gave me a grand total of -10 magicka, thus the fix is for that glitch.

What did you do to trigger this glitch?

If anyone is still having a problem with this install the mod skytweak. It allows you to tweak almost everything in the game. If you have this bug you will see in skytweaks, under the attributes tab, that your base magicka rate and base health rate is set to zero. Just change it to the default value and you're good to go.

the main reason things like this happen is a) not using the unnoficial patches b) using combat overhaul mods c) improper load order

Have you got any mods that change spells? Check your active powers and look if there are any red (negative effects). Then try doing "help (perk) 4" to get the perk id. Then player.removeperk (perkID). I had an effect called "Vacian power" which meant you had to sleep at home or an inn before you could used magika - pays to read the description first :/
