Report a translation problem
I tried that; they just walk back to where they were.
I'm talking about NPCs that regularly walk around. Heck, I'd need two NPCs to talk so I could start the 'Missing in Action' questline, but now all the Battleborns just stay in their house. Also Adrianna Avenicci just stands outside not doing any smithing.

If this does not fix it, then it might be wisest to verify integrity of game cache, from the clean table. I will give you instructions, if you don't know how.
LOOT didn't help. Said NPCs are still stiff as boards (not literally). I guess I'll try that other method if you'll point me in the right direction, as I've no idea how to do this.
Let's verify your files from clear cache. What we are doing in here is to compare the master file (Skyrim.esm, Update.esm ect.) data in your hard drive against files in Steam cloud. If they do not match, then Steam will parse data back together.
This is a fast alternative for reinstalling the game. You don't loose any files from your list. Steam simply checks that they are unaltered. Having mods does not have any effect to the process, because Steam only checks files that came from it.
Before doing that, we will clear your Steam cache. Steam compares the data trough it, but the data in cache may not always refresh properly, so Steam may consider that your files are intact, when in fact they might not.
The whole thin should take less than 10 minutes.
- Exit Steam
- Go to Steam folder and remove the file named appcache
- Close your computer. Let cool for a while, to clear your registry cache.
- Start computer.
- Start Steam. It will now load a bit, while inspecting your games for new appcache folder.
- From Steam client Library view, right click the game with your mouse.
- Select Properties > Local Files > Vefiry Integrity of Game Cache...
* 1 file will always fail to validate. It is related to how Steam detects your graphic card configurations and does not have any effect to your game.
* If you have cleaned your master files with TES5Edit, then you will have to repeat the process. Stem considers them aleterd and repaces them.
Didn't work.
You could try cleaning your current save with this. Make a backup from it first, just in case. Tool aims to clean orphaned scripts out of your file. Instcutions for basic work are short and simple. They can be found from the Description page.

I had this issue with the blacksmith who stays inside the shop in Whiterun. I'm blanking on his name right now.
The "resurrect" console command didn't get him unstuck, but when I used the "moveto player ####" command, it cleared his stuck glitch. You should go to where the NPC is stuck and pull up the console, then click on him/her to get the asset ID#. Try going into a building or through some other load barrier and do the moveto command there.
Be sure to not insert a period between the "moveto" and the "player" in the command, which is so common with other commands. Anyway, when I moved him, he went back to where he was stuck but then moved on from there into his normal routine.
And it couldn't have been a mod conflict for me, since I've been playing with the new special edition version, vanilla.
