Edit: Setting Arcwind Point as cleared via SetLocationCleared fd685 1 will prevent getting sent here again - not sure if this is what you are really after.

You'll get a list
Look for the one that's prefixed by LCTN and make a note of the numbers.
The location 'should' be fd685 but, maybe with mods, yours is different?
Also, you could check on the ingame map to see if Arcwind is showing up cleared already.
Edit: Just musing - it's Arcwind Point that also buggers up the Drain Vitality shout causing, eventually, both a 1 point and a 2 point version - in addition to the correct shouts.
You can remove them with:
Player.RemoveShout ##018244 for the 1 point shout
and
Player.RemoveShout ##0181b8 for the 2 point shout
where ## is your load order number.
Of course, if you were not aware of this (and other Bethesda Brilliance) Roscaria alluded to the unofficial patches which take care of all this baloney for you. It's 2:40 a.m. Yawn...

If you'd had an earlier save to fall back upon then likely none of this would have happened, or would have been repairable, in your current game.
I know this probably isn't want you wanted to hear but because you're not fully understanding what is being presented to you as help (or we're/ I'm making a pigs ear of communicating that help) you are eventually going to completely poon your current game with the console..
The console (if used sparingly) can get you out of trouble on occassion but usually ends up biting you in the arse later in your game if you don't know precisely what you are doing when employing it to get yourself out of a pinch point in your game. Sorry and all, good luck :-)
