Not sure if there is a mod like that out there. Maybe, if they can turn off the armor on the character. But that will look silly.
It's mostly cloaks I'm after, which could go overtop, but I haven't found any, so I imagine they would have to be made from scrach. The Noldor Armour (LOTR) mod does come with some capes which can layer overtop, and I might look at that one anyway since the other featuers are good. Would like to see more though.
Just saying that's it possible with the creation kit(it will just look weird); but I haven't came across it.
Base cloaks mod.

Immersion mod that causes peoples in Skyrim to dress according to weather. They will use fur hoods and cloaks in cold regions. Peoples will use their standard cloaks and armors in warmer weather, but apply hide cloaks and hoods (if not wearing a helmet) in rain.

Frostfall - Hypothermia Camping Survival by Chesko
If you actually wish to have practical use for the gear, different cloaks and hoods cover you against rain and cold effects in Frostfall.

I've heard of that hypothermia mod from an article where a person added a bunch of mods at randon. I've be a little scared of it, I think.
There's no need to be afraid of it. It is not that severe. You have plenty of time to build a camp and fire, or head to somewhere warm. In addition, current version can even save you, if you pass out from cold.
Roads of Skyrim has been built so that you can reach another city in a day and there is usually at least one inn in between them. Camping gear is usually pulled out, when you climb up to mountains to study ruins and caves, practise on site alchemy (with mortar and pestle) or wander trough the frozen glaziers of Pale - or you get caught by the weather and want to warm up.
Frostfall adds more than hypothermia. It also adds camping, survival menu, gear and reason to use them. It also gives you both ways and means to stop during your journeys and get familiar with the ground. Standard fire burns about 8 ingame hours, so there is no rush.
My characters are mobile. They might have home somewhere in Skyrim, but they are just as well in home on the road. You get entirely different point of the view to this game, when you place your fur tent somewhere to northern shores and start investigate the area, instead of just running trough it (or completely ignoring it) as usual. Sunsets are beautiful in Skyrim and having a reason to hang around some place is usually both beneficial and fun.
I am personally also using Realistic Needs and Diseases, Hunterborn, Loot and Degradation, Real Shelter and a large overhaul known as Skyrim Redone to add to my experience. Sufficient to say, my characters enjoy taking their time to steer away from the road: place their camps near the fresh water and spend few days hunting, cooking, gathering alchemy ingredients and doing some treasure hunting around different areas.
Getting back to city is of course also fun. You don't end up visiting same cities too often, so it is always nice to see some friendly faces around you.
Besides, someone has to buy all the stuff you have crafted and gathered on the road...

Heh. Long post from a simple note. Granted that I talked about much more than just Frostfall, but I wanted to tell you why I am personally using it. Other mods that I mentioned add to my fun, but Frostfall is the core of it. :)
As for Frostfall, get it. Even without making campfires one can totally survive. Just when it's night, you're in the northern half of the map and it's snowing you really need to get inside. It adds a nice extra thrill. Running through the snow, dashing in a cave only to find yourself staring at two angry bandits. Sluggish with hypothermia you grab your axe and you start swinging, afterwards so wait a bit by the fire and warm up. Of course you can use spells and booze to ease the cold as well.
If you don't like how short the spell stays active, sure you can find toggle mods or increased time length, mods.
The camping idea sounds fun. I'm always wandering around but only have one house so I tend to get stuck needing to backtrack a lot to ditch the stuff I've accumulated. (Still playing the vanilla game until I finish it once, so no saddle bags for me right now).
