@Topic: No, there is no "power attack" with magic, however, the usage of magic changes when you aquire new spells. Many need to be charged for a few moments, which is a bit like a "forced" power attack.
You CAN summon a bound weapon however! Then you can use power attacks with your bound weapon. But power attacks with non-melee things just doesn't make sense.
With the perk, you do more damage and have a raised magicka cost. That actually makes it less effective for Destruction since you're getting (according to UESP) 10% more damage for 40% more magicka, hence the recommendation earlier about getting enchantments to reduce the cost of a school of magic. Destruction dual-casting really comes into its own once you get the Impact perk in its tree; anyone hit by a dual-cast spell gets staggered.
