For the UK and Australia it's supposed to be 18, but as we all know, there are 12 yr olds playing it on Steam.

Just had a look myself and it does seem a confusing issue...

I think it was originally released with a BBFC of 15, but since then, PEGI has become legally enforceable and (what i thought) is the sole authority on games (within Europe), and they rate it 18.

Steam rates it at 15. If anyone knows why the discrepancy, feel free to contribute.

Steam doesn't have the authority to rate games as to age.
I haven't seen the age 15 but didn't look.

ESRB rates it M (17+) for the following reasons: Blood and Gore, Intense Violence, Sexual Themes, Use of Alcohol
This aligns with PEGI.

For a parent that is a different story and I'd personally rate it 15-16 but it would depend on the kid.

They will if they get sued. I was going to say, I don't know what Steam is doing to skirt the law. I don't think the ESRB bill passed here but I hadn't kept up on it, but in EU that's another story.

Steam is perfectly fine.

Just becaus something becomes obsolete or replaced usually doesn't mean you have to go change your entire back catalog. These type of changes typicaly only apply to new things since implementation, not retroactively.

At any rate these age things are just recommendations as far as i know, so it's upto parents to decide.

This would be true if they changed the rating. I don't know if they did. That they made it legally enforcable, yes, Steam has to adapt to that, just like other laws -- like the foreign tax. The games they've sold until it was made legally-binding do not matter. That said, they may have a grace period.

Laws that make you "guilty" for something you did before the law was implemented are funny :D

Knowing steam they just defer this stuff to publishers anyways.
