this will work most of the time. if it does not try this command after targeting them and getting the prid id at the top middle in quotes...

if the horse has died, use the above command
if the horse has only lost some of its health, use healing hands, or grand healing (if standing near your horse).
some of the restoration spells such as fast healing, or close wounds, will only heal your character. and some are used to heal your allies, companions or, in your case, your horse.
It was helpful when taking falling damage so the horse wouldn't die so easily and I wouldn't have to be so careful.
