USKP fixes a hoard of bugs from the game. It is also master file for several mods in Nexus and more mods are starting to use it as such. There is also a patch for each DLC. Load order is important, but it is clearly explained in the page.

Not required, but recommended if you have those DLCs.
- Go to Documents > My Games > Skyrim and open Skyrim.ini
- Or, if you are using Mod Organizer, use INI-editor to open Skyrim.ini from there.
- Add the following text there and your arrows should damage targets as far as they are able to fly.
Strange. I have never heard that. As far as [Actor] and content below it goes below content in [General] then this should work properly.
If not, then I am interested to know why.

That should give you idea where to put your [Actor]. I would place it right above [Papyrus] as it is for me.
You migth also wish to try the arrow and bolt values below my [Combat]. They will set arrows to fly trough the crosshair. This is not that important in SkyRe, because arrows and bows vary more. Arrows do not use linear line, like in vanilla game.
However, you standard iron arrows and starting bows will shoot directly trough the crosshair, giving you the solid comparison for heavier bow and arrow flight lines.
