Although it shouldn't matter, have you been attacked by the cultists yet?
In Skyrim's Data Files display (accessed from the game launcher), your load order should have Dawnguard.esm at the top, followed by HearthsFires.esm and DragonBorn.esm, in that order. There may be other entries but their order doesn't matter so much for now.
(Unless you do have some mods loaded, such as the unofficial patches... Frankly, if you lack those then I suggest installing them!)
If you check your world map, has Solstheim been added as a fast travel destination? If there, the arrow marker will show up somewhere around the top-right of the map (as opposed to at the dock where you attempted to leave from).
You can travel to soilsteim. But you cant get travel home?
Boat clip? what is that?
Do you have installed the patches as Bomb Bloke asked?
Yes, I was attacked by the cultists and went through the dialogue where he is initially unwilling to go because of his memory.
I'm not sure how to access the data files display. I don't have the unofficial patches, either-- I've seen them, but am always paranoid about downloading unoffical add-ons. Where is a safe place to get it?
Solstheim isn't a fast travel destination option for me.
And I manually traveled to Solstheim (not fast traveled). The first time I go through the dialogue, it loads the cinematic part, then goes to the loading scene and back to the dock. If I try again, he grudgingly agrees to take me, but then anything after the initial request simply goes to the loading screen and back to the dock, rather than showing the boat trip to Solstheim.
I say, listen to what Bomb Bloke says, install the unofficial patches.

Use one old save before you go to Solsteim.
And you need to check the load order. You can use loot for that.

And the safe place for the patches is Nexus. It must be nexus.
You cant get them anywhere else. But you need to get one free account.
When you launch Skyrim via Steam, you'll get a "launcher" screen from which you can start the actual game. "Data Files" is an option on that launcher.
