P.S. I think it's better to just Storm shout the city later in the game :)
I think I would be leery of a mod that breaks that but I get the desire to get rid of him.
Otherwise you can use the console at the risk of your save game.

Well it does contain the option to execute NPCS and I think allows you to do that to essential ones.
The Jarl of Morthal isn't essential but bad on you for killing her. She's quite an interesting character. :)
Thing is some "Essential NPCs" aren't really essential. Balgruff is so essential to the main plot -- or more so Dragonreach -- there is much coding around him. It seems like a dangerous road to walk -- breaking that code.
His face and dialog when you support the Stormcloaks and capture the city is much better. ;)
Though personally I don't like that route.
Then you're missing out as there are some very good mods on Nexus which will never be on Steam.
