In vanilla skyrim the world is around your level mind you some events kick in at a certain level, but most enemies are the same level as you or a 1 level higher/lower.

Not true. Lot of the creatures have a set level. Try klling a Giant or Mammoth at level 5 and see what happens lol. If everything leveled up as you do then eventually mudcrabs would give you a grand soul and require a grand soul gem which just does not happen.

I have the Skyrim guide book and evrything has a level on it. The Dragons will level as you do though so you won't see any of the higher dragons until you level up.

Hehe, we forgive you this one oversight. It happens sometimes.

Many of them do scale, but a LOT of them don't.

Right, most of the stuff has set levels. Skyrim levels it's content by replacing lowlevel-monsters by their higher level equivalents (bandit (level 1) -> bandit outlaw (level 5) -> bandit tuhug (level 9) etc.) - those levels can be found online, for example on elderscrolls.wikia.com

I don't know a mod that shows them ingame though.

The enemies in Skyrim take your level, and edit it by a certain percentage. This makes sure you always have some sort of challenge. However, each enemy has a different level cap.
