I am on the quest assist the Jarl of white run with the dragon threat' I joined storm cloaks btw and everytime i try to talk to him about the message of ulfric he says 'I need to get this Dragon Problem Dealt with' I am so fustrated right :(

You MUST deal with the dragon first. You should not have joined the stormcloaks at this point in the game. You will break the game story if you dont get certian things done first.

If the Stormcloaks are joined and the Jagged Crown delivered to Ulfric, and HAVE NOT finished "Before the Storm," Jarl Balgruuf will not speak to the Dragonborn until "Dragon's Rising" is finished, which prevents delivery of the axe from Ulfric. Also, Irileth and the Whiterun soldiers will disappear, which means the Dragonborn will have no help kill the dragon in "Dragon's Rising." The guards will appear shortly after the dragon is killed. After going through the dialogue with Balgruuf about being a Dragonborn, he will be able to receive the axe.

That is a COMPLETE lie. If you do the Message of Whiterun before Dragon Rising, You can deliver the letter/axe to Balgruuf but he will not give an answer until Dragon Rising is done. After delivering the letter/axe to Balgruuf but not completing Dragon Rising, Assist Jarl Balgruuf with the dragon threat will appear until you complete Dragon Rising and then ask for an answer.

For those who have completed the quest "Dragon Rising" but still have the message saying they need to assist the Jarl with the dragon threat, go to the Jarl in Dragonsreach, save your game (as a backup) and type in this command:

SetStage CW03 20

You should now be able to resume the "Message to Whiterun" quest for the civil war questline
