You can't level up your magic skills with staves. You have to use the actual spells to do that.

But to answer your question, general shops, court mages and the tutors at the College of Winterhold tend to sell them.

mostly from court wizards in the main holds. or loot them from enemy wizards in the world map.

You don't need a staff to be a mage. You have to cast spells without a staff to level up your magic anyway. You equip the spells like weapons.

the mages guild quest has a decent staff in it. the dawnstar city quest also rewards a nice staff. drinking with sam w/e his name is rewards a staff. sheogoth rewards a fun staff. etc.

There are plenty of fixed locations for certain staves, but it is far easier to level up to get a certain staff or just make one yourself in the dragonborn dlc. That is if you have the requirements to make a certain staff.

Also, make a new topic next time instead of necroing an almost 7 year old topic.

It's preferable to start a new thread to necroing an old one.... it's true that for subjects that have been done to death people might ask why you didn't do a search first, but for a question it's always better to start a new thread...
