How do I improve weapons above "Fine"
Whenever I try to improve my fine weapons further, I get a message saying I have insufficient skill. But all the perks in the smithing tree say things like "you can make this new kind of armor, and improve them twice as much"

But I want to upgrade an iron weapon past fine. theres no iron perk because you start out able to do iron. How do I get the ability to upgrade further?

All you need to do to increase iron past "Fine" is to level up your smithing skill. The higher the skill, the better you can improve your weapons and armor. Keep in mind though, that iron can not be made "Legendary", since there is no perk for it. Only steel and above can be "Legendary".

This is partially true, except that perks do not set requirement for tempering but only reduce the needed skill level for it. The highest skill level to temper items to legendary level can be reached with enchanted items and alchemy potions.

To temper item legendary, you will require skill level of 91 - if there is a perk related to it and you have that perk. Otherwise you will require skill level 168 to temper the item. This can be reached with high level Enchanting and Alchemy skills, if your Smithing skill is already full 100.
