HELP - Gjalund Salt-Sage will not speak

I have been trying to talk to Gjalund Salt-Sage for a month now with no results. All of the required quests have been completed. When approched, the Press A to speak comes up, and he does the normal "can I help you" and "What do you want" stuff, but when I press A, nothing happeens. I am not able to speak to anyone on the ship, but I can speak with any followers, and and one off the ship that I would normally be able to. Any suggestions?

I have a prob also - Gjalund speaks but doesn't offer the price of a fare to solsteim. I've encountered the cultists and read the note. I go to windhelm and talk to Gjalund but he only offers the most general dialogue, nothing about a fare or the cultists. Note: I used Alternate Start mod as a dark elf in Raven Rock, Solsteim and used fast travel to get to the mainland (Windhelm). I could certainly use fast travel again back to Raven Rock and skip the quest to get the same boat the cultists used. But I wonder what does that do to the Dragonborn quest, if anything?

Sorry, op, I don't know how to fix your dialogue with Gjalund but hopefully others do.

Sorry this is super late and doubt ypure even still stuck on this but this post came up while I was googling how to fix it. I couldn't find anything though, so I ended up just trying a ton of random stuff. I shot him with an arrow and then sheathed my bow. He then was able to speak and started the dialogue with me. Hope this helped
