BEX error CTD before Bethesda logo

When I play Skyrim via launcher, it crashes with a "BEX" error. This has happened to me with a few other games (Bioshock, Torchlight 2, etc.) After decades and centuries of trying to fix this, I have only found that the solution is to "Repair" Microsoft Frameworks and restart my computer.

After reboot, I open Skyrim, and it works 110% fine, no error whatsoever. I close it, play a different game that obtains a "BEX" error (ex: Bioshock) Bioshock crashes with BEX, and now when I attempt to open Skyrim, it crashes with BEX.

Frameworks keeps modifying and breaking my games, I think, and I don't fully understand this. I've tried several reinstallations including rolling back versions. Not sure how to fix this. Help.

Additional Notes:
- I have DEP disabled already.
- My Playback devices have been modified to try to fix, but that is not the issue
- This is not a mod load order issue, and I have no mods besides what you get in Skyrim Legendary edition
- Not a verify game cache issue
