However, the level of your Destruction skill (not perks, but overall level of skill) will have a positive effect for destruction class enchantments in your weapons. The higher your skill in Destruction is, the less charges your weapon draws. Of course it will draw these charges even with 100 skill with Destruction, but it will do that slightly slower.
So If I put a frost enchantment on my bow, it doesn't effect the damage but uses less charge therefore I won't have to recharge it with soul gems as much is what you're saying?
- The higher your Enchantment skill and perks are (and soul gems you use) the more powerfull enchantments you are able to make.
- Each effect is categorized under certain spellcasting skill. Damaging enchantments are under Destruction skill. The higher your relevant spellcasting skill gets (perks do not have any effect on this) the less soulgems you need to use to recharge your enchanted items.

I have found more use in Alteration lately, or moreso in paralyzing and perks that absorb the magicka / part of soul.
