Can't buy a House in Solitude

I'm having a problem where Falk Firebeard won't sell me the house in Solitude. The option is available, but when I click it he doesn't give me the house key. His dialogue is normal, saying that I've paid and can have the key, but he doesn't take my money or give me access. I have quite a few mods installed, so one of them may be the problem, but I wanted to know if anyone has more specific advice (i.e. which mod it might be, I have 135 installed...). I'm going to try verifying the game files on steam etc., but I don't see that fixing the problem. Any advice?

LOOT, download it and use it to sort your load-order and to tell you of conflicting mods, and verify integrity is always a good idea.

Is any of your money stolen? I'm not sure, but I would think ole Falk would just ignore any gold you've acquired illicitly. Other than that, not sure.
