Yep. You can use alchemy to increase your crafting skils temorarily. There are also exploits in there, but I don't personally bother to use them.
Those potions are important for certain characters that can't (for example) temper something that does not have perks related to it. Alchemy effects will aid in that.

I can whip up much better robes than Master Robes of Destrcution - when speaking about versatility, but max. alchemy effect to Enchanting seems to be around 40%. Hard to say, because my character does not have max skills and I have to calculate SkyRe effects out of this.
Edit: Discussion page in UESPWiki seems to indicate that maximum level is +38% to Enchantment skill. I made a mistake in my calculation and can't (won't - I am half sleep already) confirm that right now. No one doesn't seem to be arguing against it.
