If I re-install windows 7 on my laptop will I lose my game?

No. Steam keeps your saves so if you have to reinstall Skyrim they will be downloaded as well. Just remember to make sure your current game is saved while being online.

You will have to redownload it, after you redownload steam of course, and you might lose your saves, not sure if they get backed up or not.

Just hard save them ahead of time and keep them somewhere safe.

Also, make sure you keep a list of any mods you have installed so you'll know which ones you need for your save to work, because most modded game saves will have problems if their mods go missing.
