Says I own Skyrim, yet steam declares that it has no license.
Steam, go back to the government and get my money back.

Verify cache, restart Steam, Run Steam with admin rights...sometimes helps.

Maybe... drastically.. double check the purchase. Like is it in your store purchases list thing, just in case maybe it didn't. Or something.

Then if you have the receipt, you really do need to contact Support. Did you get the confirmation email? Does your bank show the transaction as going through, if you paid by card? Etc. Gather the information and phone them.
that have happened to me to before. the way it worked for me was that as long as the game still was free to play it did not work. but when it got out of it it fixed itself.
test tomorrow before reporting it.
