If they deserve a reward, then this is not to the players to pay them. It's the job of the game companies, because the modders make their games better. And also because modding support is what make some people buy the games instead of hacking them.
And if the modders are not happy to make mods, they can stop making them.
I can imagine only one way to pay for a mod: the modder says he wants to make a mod, but he has to buy some software, or he can't do it because he doesn't have the time... Then he asks the community if they accept to kickstart his project. After release, everyone can download the mod for free. Everything else is complete ♥♥♥♥♥♥♥♥. Modders' only reward has always been and will always be the people that thank them for their mods, simply by just playing them.
They should try to not listen to those who don't like them. And it's true for everyone that makes creative content on internet.
Also, someone who wrote this:
"I personally could make a million from selling my mods easily. I have about 30 large quest mods for various Bethesda games and 5 top notch ones for Skyrim. Nexus has nothing that comes close to them. So I could become very rich, very quickly because I am one of the most hard working TES modders on this planet."
And this:
" I removed my work from steam last year because i felt they wanted the benefit of hosting mods without wanting to give modders the support we expect."
doesn't understand anything to how mods work. You do mods because you like that. You like to create a new content for a game you love, and you like to share it - for free. Also I personally never played your mods and I doubt they are the most played.
I've made some mods with my friends (never been the main modder because I don't have the time) and we've always been very happy to see how many people downloaded it. Even when they wrote to us about the bugs and how terrible they make our mod we were pleased, because it means that they wanted to play it, and we always fixed the bugs and tried to add new content. We were even happier to see our mods in some popular screenshots or youtube videos.
As a user of a mod you don't have to say thank you personally. Of course it's nice of you, but the base of modding is that you can download it freely from anywhere. And if you want your name on it, you can just put it in the mod. And you should not expect anyone to make gifts.
Giskard, you should just stop making mods, it would be better for everyone, including you.
(Sorry, my english is not good, but....)

What I do think will be difficult, is if new mods appear first behind the paywal they won't get traction. People need to be able to try them out and decide if they are a good fit for the game before commit to buying
Paying modders is a great concept. Being forced to pay a minimum amount is a terrible idea. Taking the bulk of the revenue from the modder is a terrible idea. Not being able to donate at your own will is a terrible idea.
INB4 ♥♥♥♥♥♥♥♥♥ of 10$ mods that crashes the game.
