That is the 'cheat mod' what you need is a ID list of everything in Skyrim. Or at least the things you want. But even then i still suggest paying heed to my previous statement
First, in general use of the console has no effect on achievements. The only remotely likely case of it causing an issue would be using the console to skip past the stage in a quest where a related achievement is triggered.
Second, correct use of the console, ie ensuring that you use the correct command, use values within the permitted range, use correct baseid/refid as appropriate, etc, is not likely to cause CTD's or bugs. Careless use of the console may cause such issues, but if you are being careless you pretty much deserve what you get.
To the OP, to the best of my knowledge there isn't a simple all-in-one cheat mod that does everything you ask for.

Um thanks. But that was exactly the point of my statement. Lol if someone acts carelessly with the console command then whatever happens is pretty much your fault.

As for me even with my trying I am far from having all the acheivments after 5600 hours.
I do not want to do those things to acheive anything.
Some people can't just wait...
Thats not entirely true, if you console give yourself Auriel's Bow and a blood cursed arrow and fire it at the sun you''ll get the achievement for that. Not that I've done that inadvertently when testing a new mod out... no sir, not me.
