d3d11.dll File Error
So here is the problem. The other day my game wasn't working so I had to go through, uninstall all my mods and isolate the problem. I did so and got it working but I did have to reinstall Realvision ENB. Later on that day I installed Seasons of Skyrim ENB as well, it didn't do much, but the game was fine.

Next day, on 4/12 the game was as well fine. Sooner or later I signed off and didn't play for a couple days because of tests. So here it is, Wednesday, and I go to play Skyrim. Then all hell broke lose...

I open SKSE and launch it and then I get an error that says

"The procedure entry point Createdxgifactory2 could not be located in the dynamic link library. c:\\WINDOWS\SYSTEM32\d3d11.dll

I tried shutting down and restarting. Once that failed I restored to 4/12 date, which did work only for one play through. I played Skyrim, signed off, came back, and the error came again. I tried running a system scan from administrator command prompt, which failed to fix the problem. I have also deleted Sweetfx, and still the d@mned error.

I'm at a loss on what to do and very few other threads seem to be helping. Has anyone experienced this? Any solutions?

Ps. After trying to start Skyrim the game shutdown and wouldn't work. Now things are flashing on my computer. What I mean by this is that Chrome tabs get brighter and dimmer suddenly and only for split seconds. It's happened for whatever program is up. This error is really effing with my computer

IMO It may be just a directX type of prob. which maybe you can just re-install DirectX again. Or it may be some setting to do with your video card setup, maybe just update the driver. The 3D in the error makes me think it may be in your video card setup...

I solved the problem. I needed to reverify my .dll files to get it working. I'm not sure why this happened still but at least it's working

I just ran into the same error. In my case, the only change was recent upgrade from my Windows 10 Nvidia drivers v355.60 to 355.82. When I reverted back to the 355.60 drivers, I was fine.

Windows 10
Skyrim 1.9.32
SKSE 1.7.3
ENB 0.236
ENB TrueVision

This will work as well, without needing to rollback your drivers.

I can confirm that your solution of renaming dxgi.dll & dxgi.fx to dxgi.dll.bak & dxgi.fx.bak thereby commenting them out of use worked. Thank you for bobczes.
