This. Legendary is just damage sponge enemies and falsely squishy PC. My Requiem mage character is a cloth-wearing Altmer (so just about anything magical kills her DEAD outright, as do most arrows) with 180 HP - and even that's more than I intended her to have, I'm not sure why I ended up giving her so much. She SHOULD be squishy, that's why I made her that way. (Or is she a glass cannon? I get confused between the two, maybe she's both. Anyway.) On the other hand, if I'd made her as a tanky warrior in a full suit of heavy armour, then she should be, while not invulnerable, able to take a good few hits from most (non-magic using, seriously, oh my god, I HATE other mages playing as an Altmer in Requiem, it's brilliant!) enemies, and able to kill *them* in a similar amount of hits. It's ridiculous to end up in the situation where a mid-level Dovahkiin with plenty of points invested in health can be killed in a couple of hits by bandits who mysteriously take sod all damage from her awesome weapons of doom. And it encourages cheesy over-reliance on grinding crafting skills so you can have hideous Daedric gear, smithed up to the nines, at low levels, just so you can survive against the bandits, none of which is fun to me.
(I'm not actually that into making my game super-hard, so Requiem is pretty much enough for me, I may eventually add in some additional 'tougher enemies' mods like DCO if they're compatible with Requiem/patchable - Elemental Dragons looks pretty awesome, but I'd rather have it be an interesting challenge than a nightmare where I spend an hour battling one bloody dragon. Once in a while I like a really long fight, so long as it's not just 'oh my god why won't you take any damage, bloody Hell, I've used all my potions', but most of the time I don't, I want both sides to be about equally dangerous/vulnerable, relative to the type of enemy they are, e.g. mortal playable race enemies should be equal or lesser than my character, vampires should be way tougher, dragons should be a real struggle, but I don't want that to be solely down to 'they take hardly any damage and I take lots').
Instead, create a dragon bone sword (with smithing improvements), and give it two enchantments (if your enchanting skills allow). I used Fiery Soul Trap, and Absorb Health. Follow Harkon around, swinging your sword at him every chance you get. He'll eventually end uo at his blood font to recover his health. You should be able to kill him there with a couple of sword swipes.
