I don't think you can, unless there is a mod out there that lets you change their clothes abit like a follower will wear the armour you give them.

Its part of the dlc, which is vanilla I guess.

Normally they equip them, but maybe try the usual 'reset' things - go outside and come back in, go outside, fast travel to another hold and come back in, etc, hopefully this'll get them to change outfits. You could also use the console to check their inventory and remove the other clothes, but I wouldn't recommend it.

This what the link states.

Without the Hearthfire add-on, this article of clothing is unobtainable without the assistance of the PC console. The clothes cannot be equipped.

Yes, but if OP has the option to give clothes to kids that means they've adopted some which AFAIK is also a Hearthfire feature, so presumably they have Hearthfire?

Yes. However the only way to equip the clothes seem to be via a mod, as they don't appear to do it voluntary, just like the all the other NPC's in the game. Exception being the followers who will change into better armour when following you.

If you're giving them to your adopted kids then they should equp them immediately, if not theres something wrong somewhere...

I've never used a mod for that, only adopted once or twice but my kids always equipped whatever dresses I bought for them, same as giving them daggers.
