The minimum level is 16. Within you will find the unique bow Zephyr.
Provided you have the Dawnguard DLC of course.
Not really.

Deciding which bows to use is pretty much deciding do you want sheer raw damage or dps. Each bow has their own draw speed and velocity to consider.
So does that make it a mid game bow?
However with conjuration adept perk and mystic binding together make this the best damage bow in the Skyrim.... with the only downside being the time taken to cast and equip it, apparently up to 10 seconds.
Mystic Binding actually makes it equivalent to daedric bow in base damage. Factor in archery perks and it's pretty good. However, pretty much any bow can outdamage it, because they can be tempered. And with dawnguard dlc, the strongest bow is dragonbone. I would say that the enhanced dwarven crossbow is stronger due to its 1 higher base damage, but dwarven bolts only have 15 damage whereas dragonbone arrows have 24. If you're using the enchanted bolts however, the enhanced dwarven crossbow is the highest damaging bow in the game. May not be highest dps, but highest raw damage.
I have confirmed though, that the Bound Bow does in fact have the highest dps of all bows when compared to untempered bows. The dragonbone bow is only at 15. Calculated without perks and arrows ofc.
If I am doing a non-crafting build, I tend to just use the bound bow and perk archery, conjuration, and even sneak for that 3x damage perk. That helps a lot. Bring a follower with you and you can get this bow as early as it takes you to head over to Fort Amol with a friend in tow. I did this with Jenassa, though we stopped at the Atronach stone first. I think I was level 4 or 5. My legendary difficulty no-crafting experiment. It's a Breton conjurer though, so Theodard the Unholy's magicka pool was enough to cast the spell already.
If I'm smithing, then yeah, enhanced dwarven xbow with elemental bolts, archery and smithing perks is definitely the bow for me. Can't wait for my Requiem Paladin to get a hold of that weapon. He's going to like it a lot.
Getting Zephyr isn't too bad at very early levels if you bring a Lydia or a Jenassa to do their thing alongside you. Katria does a fair amount of damage too.
Its actually Lost Valkygg that has those. In the same complex as Labrinthian. I try and get them as early as possible.
