Flashing blue / white textures?
As of recently when I started Skyrim again with a new story and removing all the mods from the workshop, I've been expereiencing way too many moments where an object, partical effect (smoke, cloud, rain, ect) or just some random home in Whiterun where it would do this constant flashing of white or light blue until I turn away. I tried to get a screen shot but I would drop my FPS to 1 and the flash would lag the game until I turn away.

I changed my graphical settings for the game to low and it didn't fix the problem, the first time I played without problem was at medium graphics, but that was with my completed story. This started with my new story. I took out Better Water Textures thinking it dropped some FPS but I don't know if that started the problem.

I started noticing black flashes as well in some areas, mostly water after removing the Better Water pack. Any ideas on how to stop the flashing? All graphics settings except model and decal I beilive it's called are medium, I set fade for items, objects, actors, ect to the furthest with low quality at distance and no reflectiong except land and trees.

I don't know if it's Radial Blur, but even the smoke during load screens is just blue. Any ideas?

i thought blue/white/purple meshes meant "missing" textures. Different people call it a different colour, like to me it looks "purple" i've heard people call it blue and white as well. So if it's what i'm thinking of that's what it is.

This could be from you using "mesh improvement mods" like SMIM, but having not installed the textures for it properly.

Black items, i believe, means you are running out of VRAM because your graphic card (or intrigrated graphics) cannot keep up with the texture load. If you don't have a very powerful graphic card you probably shouldn't install too many "texture enhancing" mods.

Listing your system specs might help people give you a better answer.
Listing your load order (mods) could also help.
do you use a mod manager/organizer?

But as you said you've added and removed a few mods, so i'm guessing you're having missing texture issues (hence the blue/white/purple items) and your low fps is making me think you have an underpowered graphic card which you're stressing which is why you are getting black items.

I'm not sure what would be missing, but as I said I did remove Realistic Water Two texture mod. But the only other thing that would change anything texture wise is the Skyrim High Res pack that I never took out since I got the game, a part from either of those I never downloaded or added mods that should effect overall mesh. Though I'm sure one of my mods might have affected this and I might be able to fix the problem by putting back the water mod. I never tried after taking it out.

I have ran the game stable without these issuses, black marks and lines through out the game is odd since I never had it before. My computer use to run Skyrim at almost Ultra, oddly enough. Skyrim seems well optimized since I'm on a lap top, but here's (most) my specs.
