3) Once a Thane you can then buy houses/land from the Jarle's Aide
Also, as has been mentioned, you can install Hearthfire which allows you to build your own house.

Ah, sorry, I misread your question. I thought you were asking how to buy a house too. :)
Ok, just check the second link I posted. There are a couple of things you have to do in each case before you can buy land. Each one is different.
(On a side note, I think Lakeview Manor in Falkreath sits on the nicest plot of land.)
Its only for land in Farkreath Morthol and I think Dawnstar but Im not sure about that
To also beome Thane you have to complete three tasks for the Falkreath citizens.
Source: My character who is thane of every hold and has bought every possible vanilla house (I don't have any DLCs).
Agreed. You can't buy the land BEFORE getting hearthfire.
