It basically adds extra dialogue and makes followers more chatty.
Been using this and its great if you want your followers to speak more. There is a slider in the MCM menu where you can alter how often they speak.
Male Even Toned gets weird though;
"Fine but you're wrong anyway!"

Inigo is also very well made, but he does tend to be a bit... erratic in terms of not always listening when you've asked him to wait until you attack when you're sneaking, say. I am never entirely sure if this is a bug in his AI, though, or an indication of his character, as he has a history of skooma abuse (no longer touches the stuff, but I'm sure it's addled his brain a bit, poor thing.) Still, you may or may not find that a problem.
Arissa is good, too, I haven't played with her a huge amount but I like what I've seen so far. She's probably the least chatty of these four followers, I'd say, but that doesn't mean she's *not* chatty...
You can use new followers such as Inigo and those from Interesting NPCs. They have expanded personality and history, and there are lots of talk options
FCO is good, but it doesn't add more interactions, just makes them say more lines.
Interesting NPCs does add some pretty cool followers, they usually have a little bit more in the way of dialogue, plus the 'super followers' are all involved in one or more quests, I think, as are a few of the non-super ones.

Ooooh, I knew there was a new coder in town but I hadn't quite joined the dots, this is awesome news! (Not that the coding was bad, before, as far as I know, but cdcooley is ace!)
I haven't played much with Inigo 2.0 yet, but my kid just completed the little quest, can't wait for 3.0 (which is a pity as it'll be aaaaaaaaaaaaaaages yet...)
