Incorrect. Anyone who considers the player character a friend will grant an inheritance on their death.
If you delivered her sword to her father in Dragonsreach, the blacksmith will consider you a friend.

The solution to your woes.
Personally, I wish it didn't come to this, but the guards in Skyrim are anemic and so vampires easily kick their ass... and the civilians are too stupid to flee for their lives without a script-heavy(ish) mod telling them to get their butts into shelter. And even then it's glitchy.
I know I can mod/command console them, but I still want to know how they could've died, when dragons shouldn't be roaming around in my game. I haven't transformed into a werewolf for months.
When Vampires Attack - NPC's head indoors. I have found it needs to be near the end of my load order.
When Vampires Attack is actually kinda infamous for being glitchy. Also I think it hasn't been updated in awhile. And if you have script lag, it can make it even glitchier.
I don't know about Run For Your Lives, though.
I think I still prefer my previous one, though... though it's mostly if you're using a difficulty overhaul mod that adds really tough vampire bosses... which are the types of vampires that spawn with Dawnguard.
Even beggars will leave you a 1000 gold on their death, heh. Guess they weren't so poor afterall....
