You might be better off lowering the resolution to whatever supports 60hz on your monitor.
Anyway, I use Ambitious Skyrim at 2560x1600 with two GTX 770's SLI and I usually disable the ENB when outdoors to keep my frame rate up and the combat smooth. I gotta think it would put your GPU to work. However, it that's not enough, then you could go full parallax textures and replace the default ENB with something like Vividian ENB recommended by Skyrim Revisited Legendary Edition. If you have 3 or 4GB of VRAM then you can install higher resolution textures than what Ambitious Skyrim recommends.

Texture mods
ENB's

These are just the ones I have that are immersive that I can reccomend. I wont list all my mods because that would take far too long.
With something like this, there will be no single mod to add immersion. It's every little bit, even comparable to voting. Tons of tiny insignificant things add up to make a huge difference, even if its just footsteps.
Thats funny, my R9 290 is... full 4GB.
Yea, there is a lawsuit on change.org
