TESV.exe missing

hello guys i have been looking in forums for tesv.exe its not in folders where it should be and i have verified cache that tells me 1 file missing will reaquire...but dont,so TESV.exe not there i us nexus to launch skyrim and have recently downloaded LOOT a plug in sorter outer but with no TESV.exe in where skse lives LOOT cant detect the game would i have to install skyrim from disc again and if so do i need to turn OFF all the mods in nexus mod manager to reinstall game

The missing file is your graphics settings, that are created the first time you run the game. Start the game from your steam library the first time. You will get a little pop up, then a launcher. After that, you can just exit, and re-try LOOT.
