Report a translation problem
As far as your issue, lets try a couple of other things... I wanna a video of that backflip trick though :P
Do you have any experiance at all using tes5edit? If so have a look and see if anything edits the ragged flagon cell. If not, let me know and I'll provide a written guide on how to check that.
Have you checked to see if you have that problem on a vanilla game, or on a new game? Just want to check if its either a problem with the vanilla files, or if its a problem with the save (some bugs can get baked into saves before you ever actually see them for the first time so they can go back quite a few saves)
Open up Tes5edit and just hit okay so that it loads all of your active mods in their load order.
Wait for the background loader to finish and then expand Skyrim.esm
Expand the CELL section, and then expand BLOCK 5, SUB-BLOCK 3 and click on the RiftenRaggedFlagon
In the right pane it should come up with a few columns and along the top it titles those columns with any mod that adds data into that area
(You can also do it by searching for the formID of 00016bcf but you can use those navigation skills from the above method for tes5edit to diagnose other conflicts in the future so its a good skill to have, unless you just want to take the shortcut XD )
If your old save is bugging out that makes me suspect that it might be a bug that is baked into the save. Try starting a name game with the same mods and see what happens and if you can try a vanilla game and see what happens when you try and go to that area.
