Lord Harkon is the only one that I know of that can change you into a vampire. And you want to say no the first playthrough. Later on you might want to be a vampire but those choices plus a neverending game make Skyrim the best game I have ever seen. The older Elder Scrolls games and the old Might and Magics 3 -8 are the best old games I have ever seen. Beware though the old might and magics are dated graphically just as the old Elder Scrolls are,
There is a site you can get all of the old Might and Magics. I only wish Steam offered them.
Other ways:
Serana can also turn you into a vampire lord. Also, getting hit by vampires can infect you with the vampirism disease which will turn you into a regular vampire if not treated within three days.
EDIT: For the record, I have never become a vampire, whether during the DB questline or at any other time in any TES game.
