This problem is related to missing line that would point Esbern's voiec file. It comes from poorly generated Skyrim.ini file and is actually quite common.

I recommend generating new Skyrim.ini file first, before using those console commands. If the file is missing this information, then it will likely lack more of it. The probelm usually appears only once, after initial instalaltion and usually disappears for good by generating file again.

- Exit Steam
- Go to Documents > My Games > Skyrim
- Remove file Skyrim.ini (extension might be invisible, depending on your Windows folder optiosn.)
- Start Steam and opens the default Skyrim launcher. Let it configurate. This will create new Skyrim.ini file for you.
- Done. The file should now be properly generated and problem (and those related to this) should disappear for good.

Edit: If Esbern does not work after regenerating the configuration file, then go ahead and try those console commands. In that point you are not hitting your head against missing lines, but actual bugs in the game.

just download the Esbern voice fix via Wiki. Simple and effective

This is confirmed to work for me. I did this just yesterday.. no more console commands to skip his quests or make him talk or open the door or anything else.

*Install the Unofficial Patches first of all.
*Find and install BSA Unpacker v 1.0 at nexusmods.... or google search for a different bsa unpacker.
*Extract the Skyrim - VoicesExtra.bsa with a bsa extractor to some folder.
*Copy the sound folder into your data/sound folder in skyrims base folder... aka Skyrim/data/sound

Enjoy playing the game now that Esbern isn't mute & broken anymore.

"Known glitch:

Character voices and dragon shouts no longer playing. This causes certain quests which require the audio to play glitch out and CTD; ex.: Marriage quests, Stormcloak/Imperial war finale, any quest requiring dragon speech.

Fix:

Use the *.bsa unpacker found here to unpack Skyrim-Sounds.bsa and Skyrim-Voices.bsa into the data folder.

This glitch is caused by an error in the engine that keeps it from unpacking the files properly. Similar glitches have been known to occur with the meshes and textures as well (such errors will result in instant CTD, as opposed to the sounds/voices issue). The above fix will correct the issue.

This has been tested and proven safe and effective.

Enjoy."

Voice file should be in the game, if it was downloaded from Steam. You only need to register it to apepar properly. It was already included, but Skyrim often fails to register it, when doing the initial check for Skyrim.ini file.

You could actually just manually copy 1 line of text to Skyrim.ini. Only reason why we are regenerating it is that there might be other missing data.

This bug is not fixed in Unofficial Skyrim Patch. It does not appear to everyone and should be pernanently gone, if configuration file was regenerated.

All I know is what worked for me works. Yesterday before I did that, it did reset the ini with a fresh install, that didn't fix it for me. The extracting bsa thing did fix it and yes the game files were dl'd from steam by verifying cache integrity except for the additional voice files apparently.

Unless something had deleted the voice file, it was alrady in your game.

Extracting BSA files is very dangerous. Those files are not just packed but also ordered. Spilling any BSA files to your Data folder - or to it's subfolders - may cause hordes of bugs to your game, because Skyrim no longer has internal hierarchy for those files.

You don't need to reinstall to recreate the .ini file, and I'm not sure it even does that every time, I seem to remember having to go in and manually delete the existing one after a reinstall because it's kept separately from most game files.

Deleting the file and letting the game to regonfigure trough the default launcher should indeed be enough.
